It is considered a melee skill, and is highly valued by melee-build Wizards. It counts as a Signature spell and therefore costs no Arcane Power. All enemies in that area are hit for Arcane damage. Spectral Blade hits a short, but broad arc before the Wizard, approximately 160 degree wide and 15 yards long.
